This game is Japanese but is language-independent and English rules are provided as PDF's if they are not within the box.

In this game, Shinen means a perfect circle. A perfect circle is a symmetric circle without any distortion. How to play the game There are cards with various circles drawn on them, including perfect circles, ovals, and circles that are not perfectly round. Choose the circle that is closest to a perfect circle and turn it over. Then, points will be added to the back of the card according to the shape of the circle, and the closer it is to a perfect circle, the more points you can earn. If you collect 10 points, you will win, and the first person to win two games will be the winner. However, if you turn over a perfect circle card, there will be an eye mark on the back that is looking at you. Please note that the person who turns over this card will be temporarily eliminated from the current game... Also, if you turn over the card that is closest to a perfect circle among the cards that are not perfect circles, there will be a closed eye mark on the back. The person who turns over this card will immediately win at that point. It is a high-risk card, but it also has a high return. Each round, players line up one card (number of players + 1) and take turns turning over or passing once, then moving on to the next round.
